Golden Visa in Portugal: New rules, new opportunities

Since its launch in 2012, the Golden Visa program has attracted many foreign investors, especially through the acquisition of real estate. However, as of October 7, 2023, this option is no longer eligible.

What is changing?

Real estate investments no longer allow you to obtain the Golden Visa. Options now eligible include:

• A minimum investment of €500,000 in Portuguese investment funds, excluding real estate, created more than 5 years ago and invested at least 60% in Portuguese companies.
• The creation of at least 10 permanent jobs.
• An investment of €500,000 in scientific or technological research. Possibility of reducing to €400,000 depending on the geographical area.
• A contribution of €250,000 to the preservation of the national cultural heritage. Possibility of reducing to €200,000 depending on the geographical area.
• A capital transfer of €500,000 to
• The creation of a Portuguese commercial company and the creation of at least 5 permanent jobs; or
• The capital increase of a Portuguese company with the creation or maintenance of jobs, including a minimum of 5 permanent jobs, and for a minimum of three years.

These amendments aim to direct investments towards strategic sectors for the sustainable development of the country.

Although real estate is no longer a gateway to the Golden Visa, the market remains dynamic. In the second quarter of 2024, foreign direct investment in real estate reached €892.8 million, an increase of 30% compared to the previous quarter, so investors continue to see Portugal as an attractive destination.
